Strength in Support
The county organisations established by Lord Haldane in 1908 to support the newly established Territorial Force are the Reserve Forces’ and Cadets’ Association (RFCA) of today.
RFCA for Wales is one of 13 statutory bodies which house, administer and support recruiting of the Territorial Army and provide other administrative support to the Volunteer Reserve and Cadet Forces.
We are set up as a distinct legal body by a Scheme of Association made by the Defence Council in 1968 and the English Courts have ruled that Associations are emanations of the Crown.
Reviewed triennially, RFCA is treated by HM Treasury as a Non-departmental Public Body and via our president (drawn ex-officio from the Lord Lieutenants in our area) we have a direct link with the Crown.
The elected and ex-officio membership makes up the Association and they are formally responsible for continuing the exercise of any discretion or the performance of any duty by the Association.
Each of the Associations acts through their own secretariats who are directly employed by them and are answerable only to them.
Under conditions of the Reserve Forces Act, RFCAs have a duty to conform to Defence Council plans with powers and duties assigned or amended by regulation issued under the Reserve Forces Statutes.
The Association has a membership of 106 and a small full time secretariat which is responsible for running its day to day affairs.
Our role in Wales encompasses amongst other things:

- Administration of the Army Cadet Force and the provision of property and facilities management for the Sea Cadet Corps and the Air Training Corps.
- Support to Wales’ Reservists and their Employers.
- The upkeep of the Reserve and Cadet estate.
- Hiring out of a number of buildings from our estate for corporate and private functions and activities to generate additional income to re-invest in the Reserve and Cadet Forces.
- Community Engagement – building awareness and positive attitudes toward the Armed Forces as a whole.
- Recruiting support for the Reservists of all three Services.
